Westmoreland County Community College (WCCC) is located in the Borough of Youngwood, Westmoreland County, Pennsylvania. According to a June, 2010 press release it has partnered with four other community colleges and the Allegheny Conference on Community Development (ACCD), workforce investment boards, and the Pennsylvania Independent Oil and Gas Association to create a Marcellus shale training network.

The network is backed by a $5 million federal stimulus grant administered through the U.S. Department of Labor. Shalenet was the largest grant made nationwide in the community-based, job training program for high-growth industries. WCCC is to help establish criteria for the training and certification program that involves on-the-job training at gas well sites.
