Williamsport, Pennsylvania-based TerrAqua Resource Management LLC was issued a draft discharge permit in May, 2009 for a gas well wastewater treatment plant on the Susquehanna River's West Branch by the Pennsylvania Department of Environmental Protection (PDEP).
