Elk County, Pennsylvania is located in north central part of the State immediately north of Clearfield County. The southeastern third of the county is considered the most prospective for natural gas from the Marcellus shale formation.

From the spring of 2007 through last fall of 2008, the Pennsylvania Department of Environmental Protection had issued 33 drilling permits for the Marcellus Shale. The permits were distributed within the county as follows:

* 6    Fox Township
* 3    Jay Township
* 13   Jones Township
* 3    Ridgway
* 8    City of St. Mary's
