Houston, Texas-based Laser Marcellus Gathering Co. LLC (aka Laser Northeast Gathering Company LLC) filed an application in January, 2010 to build a 30-mile pipeline connecting Marcellus shale wells in Susquehanna County, PA to the Millennium Pipeline as it traverses Broome County, New York. Laser is a subsidiary of Delphi Midstream Partners, LLC. It had been acquired by Delphi in July, 2010.

Laser's parent company already operates 590 miles of pipeline in Texas. It planned to transport 70 Mmcf/d of natural gas through its Marcellus connector pipeline. The company also planned to build a compressor station in Broome Co. at the point of connection with the Millennium Pipeline.
