The Susquehanna River Basin Commission regulates water withdrawals from the Basin. Companies wishing to withdraw water from sources in the Basin must apply for permission from the Commission. As of September, 2008 eight companies had been approved to withdraw forty-one million gallons daily.

The Commission was established by the U.S. federal government to manage and protect the Susquehanna River Basin's water resources. It covers 27,500 square miles in New York, Maryland and Pennsylvania. Underneath 72 percent or more of this land lies Marcellus and other gas-producing shale.
