The Tulsa, Oklahoma-based National Association of Royalty Owners (NARO) and through its Charleston, WV-based Appalachia Chapter promotes the rights, responsibilities and definitions of citizens who own natural resources such as Marcellus shale natural gas deposits. It is a non-profit advocacy group which is lobbying Congress against the elimination of the 15% depletion allowance provided to mineral rights owners on their federal income taxes. Its primary emphasis is educating landholders, government agencies, and the general public.
