In August, 2009 Williams Transco and Dominion Transmission Inc. announced a joint venture to market and develop the Keystone Connector, a 240-mile pipeline that was to extend the terminus of the Rockies Express pipeline in eastern Ohio to Station 195 on the Transco line in southeastern Pennsylvania. The new pipeline was to have the capacity to ship up to 1 Bcf/d of natural gas produced in the Rockies and the southern Marcellus shale to population centers on the east coast of the U.S.

The Keystone Connector was to be placed in service by 2013
