The Susquehanna River Basin Commission (SRBC) regulates water withdrawals from the Basin. Companies wishing to withdraw water from sources in the Basin must apply for permission from it. As of September, 2008 eight companies had been approved to withdraw forty-one million gallons daily.
SRBC was established by the U.S. federal government to manage and protect the Basin's water resources. It covers 27,500 square miles in New York, Maryland and Pennsylvania. Marcellus and other gas-producing shale lie underneath 72 percent or more of this land area.
